Jefferson Central Appraisal District Tax Parcels

Jefferson Central Appraisal District (JCAD) attempts to: 1) identify all real and personal property, and 2) then value each parcel. Their primary mission is to equitably spread the property taxes paid to entities in the county as accurately and equitable as possible. Jefferson Central Appraisal District had 148,914 tax parcels in 2021 and 18 appraisers to value them and conduct tax protest hearings. That works out to 8,273 tax parcels per appraiser.

Jefferson Central Appraisal District has a lean level of staffing. We estimate about 25% of appraisal district appraisers work on valuation while the balance work on measuring new property and other inspections. We further assume the appraisers have 3 months or 66 days to complete valuations. Based on these assumptions, an appraiser at Jefferson Central Appraisal District completes 501 valuations per day during the valuation period. The high pace of valuation per day is illustrative of the difficulty of accurately and uniformly valuing all 148,914 properties in Jefferson County.

Jefferson County - Total Market Value for All Property

The Jefferson Central Appraisal District is required to provide a value for all real property and business personal property in Jefferson County annually. This initial guesstimate is subject to appeal annually, regardless of whether the value rose, was flat or fell. Jefferson County property values by category are summarized in the graph.

The value of all taxable property in Jefferson County was estimated at $36 billion in 2021 versus $31 billion in 2015. The value of houses as estimated by Jefferson Central Appraisal District was $10 billion in 2021 versus $7 billion in 2015.
